Affordable Care Act (ACA)

The Affordable Care Act is a health care law that was passed in 2010 to help make insurance more affordable and accessible. It also gives important protections to people with pre-existing conditions.

If you are a U.S. citizen or lawfully present citizen, or 65 or older and do not qualify for free Part-A Hospitalization, under Medicare and are not incarcerated, you may qualify for ACA Health Insurance Coverage.

Income and Subsidy Considerations
  • Example: For 2026 – for a family of four: (Note: these amounts change each year)
    • 100% FPL: $31,200 (Minimum to qualify for subsidy)
    • 400% FPL: $124,800 (Maximum to qualify for subsidy)
Enrollment (Open Enrollment and Special Enrollment Periods)
  • Open Enrollment Period (OEP): Begins each year on November 1st and ends on January 15
  • During this period, you can enroll in, renew, or change health insurance plans
    • Changes made during this period will be effective the January 1st of the following year. Example: Changes made between 11/1/2026 and 1/15/2027 will be effective 1/1/2027.
  • Special Enrollment Period: Allows you to enroll in or change Marketplace health coverage outside the Open Enrollment period if you experience a qualifying life event
  • Qualified Life Event that may qualify you to make a change to your current year ACA Healthcare coverages:
    • Marriage, divorce, legal separation, death of a family member, birth adoption or foster care, dependent child turning age 26.
    • Loss of coverage, due to loss of job, Medicaid, CHIP, other qualifying health insurance or newly eligible for Marketplace subsidies.
    • Change of residence, due to moving to a new zip code, moving in or out of the country
    • There other Special circumstances, such as Natural disasters, errors in plan information, or other administrative errors.
